I could be wrong but this looks like 2nd Avenue in Seattle around Spring and Seneca Streets.

There was a Palace VIP theatre on Spring and Second and there was a house called Suffren house on Second and Seneca (short building on left side of street at top)

I’m also guessing about the parade. There are reports of a big impromptu parade in Seattle but this one looks very organized.
